What do you like best about Phabricator? Modern, responsive (mobile-frendly) UI, fairly liberal ACL control. What do you dislike about Phabricator? When users without proper knowledge messes up with the stuff, it is usually annoying to roll it back. And, when you get 'edit conflict' in 'edit task' you won't get any warning, just it's overwritten.
